Alas, I was mistaken.
Doro Pesch is, to quote her bio, "the epitome of the female warrior." Throughout the 1980s, she led the Dusseldorf-based metal band Warlock, a band that released albums with such seriously metal titles as Burn the Witches, Hellbound and Triumph and Agony. After leaving the band, she released numerous albums as Doro, the latest of which, Warrior Soul, was released in 2006. And if all this isn't rock enough for you, she also covered Billy Idol's hit "White Wedding"
As for the dude in the video, his name is Dirk Bach and he is

a German comedian.
No shit, that's totally 100% true.
And, not only is he a comedian, he's quite well known in Germany for his work on Sesamstrasse, which, as you might gather, is Sesame Street. According to his Wikipedia page (pretty much the only thing I could find in English), he's also an LGBT activist and a vegetarian.
And here they are, on German TV somewhere at some point in time, covering ABBA (if I had actually gone through with my plan to learn German, I could probably tell you whence this clip stems), because ABBA is more hardcore than your disco-hating, German metal-loving cousin from Lancaster.
